[enhancement] Maas with HA and remote rsyslog not work

Bug Description

I have 2 MAAS in HA running normally(Active/Active), but I can not further capture the remote rsyslog logs since I already did the port 514 TCP balancer on my HAPROXY and changed my rsyslog from MAAS to receive a connection on TCP port 514. Being that the default was 514 UDP.

Is there such a limitation?

I'm marking this as fix committed as MAAS 2.5 has now fixed how rsyslog is used and addresses this issue.
