Bug Description
I have 40+ machines in MAAS. When scrolling down, the top menu disappears in favor of keeping the action menu static.
Reproduce
=========
1. Scroll down
2. Top menu disappears
3. I can still do actions though.
Expected result
===============
1. Scroll down
2. See the top menu (if I wanna change tabs to subnets, zones, or DNS, etc).
