Cannot add device with static IP via the API

Bug Description

In the web UI (dashboard), I can add a discovered device and specify that the IP is externally assigned, and it shows up in the devices list. There does not seem to be any way to automate this via the API, leaving me to do it manually each time I reinstall MAAS.

You can do this via the API but it's a pain. We need to improve the UX.
