Django settings in regiond are squatting in the maas namespace

Bug Description

The Django settings for regiond are installed into /usr/share/maas/maas/*.py, and PYTHONPATH is adjusted before starting regiond to find this package here. These settings used to be outside of the global dist-packages tree because they were expected to be customised. However, they're now static -- database settings are pulled in from a configuration file in /etc/maas/regiond.conf -- and there's no longer a need for this package. Removing it will simplify packaging and installation, and also free up the maas namespace for use as a namespace package into which we can reorganise MAAS's myriad packages.
