[2.2.0, web UI] admin can create RAID array or Bcache for an allocated node

Bug Description

Apparently this should not be allowed. As a MAAS (2.0) admin user logged into the web UI, I was able to create a RAID array or Bcache for an Allocated node. I don't know if the CLI is also affected.

I was able to reproduce this with 2.2.0. I'm not sure about 2.1.
