TestDHCPNetworkLayout.test__dhcp_configurations_rendered is dependent on /etc/hosts

Bug Description

The default /etc/hosts does not (afaik) have an IPv6 alias for "localhost", but TestDHCPNetworkLayout.test__dhcp_configurations_rendered relies on this. This was probably not previously noticed because (a) people do sometimes add a "::1 localhost" entry to /etc/hosts and (b) the test pick an address at random and often it's IPv4.

And the fix is to Mock the right things to cause resolution to not be a factor.
