[2.0,2.1] MAAS allow's machine to transition to 'commissioning' even if no images are present

Bug Description

Fresh maas install allowed me to set machines to commissioning even when I didn't have images.

1. Install MAAS
2. Add chassis (for KVM)
3. Select Machin
4. Commission
5. machines will transition from NEW to COMMISSIONING.

Is this bug still valid? I tried adding a (virsh) chassis right after initialization, got back an error saying that you can't add the chassis with no images.

Also I tried the following: on a fully functional maas, I changed the images selection, so current ones are deleted and I stopped the import before the new ones were downloaded.
Trying to commission a node fails saying there are no images.
