Bug Description
When enlistment fails, there is currently no real way of debugging the problem. Unfortunately, enlistment fails quite often due to failure to install packages (we install IPMI tools, for instance).
According to Andres, there is code that enables remote login when enlistment fails. We should also enable console access since most of the time during first boot the admin is often close to the console (as by definition we expect the power-on to have been manual).
