[API, papercut] Documentation for machine create API doesn't say that power_type is required

Bug Description

The documentation for creating a machine with the HTTP API says

"The minimum data required is: architecture=<arch string> (e.g. “i386/generic”) mac_addresses=<value> (e.g. “aa:bb:cc:dd:ee:ff”)"

This needs to be extended to say that power_type is also required (which can be set to 'manual' if the power is being managed externally)
