Rearrange DHCP information on VLAN details page

In the VLAN details page the DHCP information is mixed with the VLAN information. Also, the secondary controller appears only when the DHCP is enabled. Some UX improvements are proposed here for the information presentation.

Current result:

Given that I am on the VLAN details page
When I want to see information about the DHCP configuration
Then this information is mixed with the VLAN information

Expected/ correct result:

Given that I am on the VLAN details page
When I want to see information about the DHCP configuration
Then I want to see the information on the right hand side in the following order:

Fabric
Space
Rack controllers
DHCP
Primary controller
Secondary controller

And I always want to see the secondary controller information with this information:

- When there is no available secondary controller the text will be 'Not available'.

- When there is an available secondary controller, but hasn't been selected, the text will be 'Not configured'.

And when the VLAN belongs to one space, or has one rack controller use singular: Space and rack controller.
