Bug Description

After a rack controller has been deleted from MAAS the machine itself still has maas-rack-controller installed but in a disabled state. We need to figure out how a user can reenable it. This will be based on how we disable it with deletion but a few ideas

1. If we disable the maas-rackd service it could be reenabled by the user manually enabling and starting the maas-rackd service
2. If we disable maas-rackd by deleting /etc/maas/rackd.conf or /var/lib/maas/secret we could add a new 'maas-rack register' command which accepts and/or prompts for the missing information

The rack is currently disabled by stopping and disabling the maas-rackd service. Reenabling it is currently done with

sudo systemctl enable maas-rackd
sudo systemctl start maas-rackd

We could add something to the maas-rack command or just document it.
