localnet missing in ACL for maas-proxy (maas proxy fails to start)

Bug Description

required to add acl localnet to /var/lib/maas/maas-proxy.conf to get maas-proxy to start. The file is overwritten when maas is reconfigured.

Thanks for the bug report. This has already been fixed; the fix will be in beta 3. (or any PPA with MAAS 2.0 revision 4927 or greater)
