MaaS updates IPMI user/password for the node even if the change didn't reflect in IPMI

Bug Description
After commission, maas tries to change/create user for ipmi probably to gain control, exclusively of ipmi for a particular node. The problem is that... if it does not allow changing IPMI password/user... maas saves the new user/password for the node anyway. Next task will fail because has wrong ipmi credentials. So you have to change it back manually again after commission.
MaaS should check if changing/creating user/password is allowed and do not change the existent otherwise.
