Bug Description
Without SIGKILL isc-dhcpd will be stuck deactivating which can take a really long time. I have even seen it timeout where systemd will then send a SIGKILL.
MAAS restarts dhcpd often to write into the configuration file, since isc-dhcpd doesn't support reload we must restart the full service. It getting stuck in deactivating causes machines to not get host maps and HA to be turned on in a timely manner.

Should be added to both maas-dhcpd and maas-dhcpd6.
