[xenial, 1.10] dhcpd.conf doesn't get created anymore

Bug Description

After trying to configure a cluster interface to manage DHCP/DNS, and seeing the error shown in https://bugs.launchpad.net/maas/+bug/1524482, I noticed that the dhcpd config file does not get generated.

I see this in the logs:

Dec 9 15:31:16 pursue maas.service_monitor: [INFO] Service 'maas-dhcpd' is not off, it will be stopped.
Dec 9 15:31:17 pursue maas.service_monitor: [INFO] Service 'maas-dhcpd' has been stopped and is 'dead'.
