Bug Description
On testing MAAS 1.9rc3 with power8 I ran into a bug with the HMC and it's required packages.
chsysstate is an internal command to the HMC and we connect to the HMC via SSH.
HMC uses pure-python paramiko ssh client to login to HMC and then executes commands from there.
No required packages needed on the cluster controller.
