change "edit tag" link to icon

Bug Description
on hover the "edit" text link is not distinguishable from the tag links.
however if we show the text field on hover, the row would become higher. if the user moves their cursor over multiple rows, they would open and collapse one at a time, which would be jarring.
so on hover, we decided to display a tag icon.
when the row is selected, we can display the "add a tag field" like we designed in August. this would follow the same interaction rules as the field to edit device name. the design is attached.
