Cannot unset proxy from UI

Bug Description
1. On the 'Settings' page, under 'Network Configuration', set a value for 'Proxy for HTTP and HTTPS traffic' and save.
2. Clear the value for 'Proxy for HTTP and HTTPS traffic' and save.
3. The proxy will revert to the value set in #1.
This can be worked around via the CLI:
$ maas $name set-config name=http_proxy value=
