[1.9.0 alpha3] allow users to view and edit MTU rate on both the VLAN & Interface

Current node networking design doesn't display or allow editing of MTU rate on a nodes interfaces.

we agreed yesterday that MTU rate on the node details should be read only, as this can only be edited on the VLAN or fabric.

there is a separate bug for MTU on fabrics (https://bugs.launchpad.net/maas/+bug/1508056) and to allow users to see bond configuration (https://bugs.launchpad.net/maas/+bug/1503531).

so marking this as wont fix and will add a note to display MTU on other bug.

Actually after speaking with elmo, it would still be nice to allow a user to change it on the interface. So what we will do is by default leave the MTU field empty and the placeholder will show the value from the VLAN, if it is set or the default MTU value for linux if not set.

The user will still be able to type in there own value to override the value from the VLAN. This still works with the design you provided, just keeping MTU an input field.

please note on page 1:
I added both MTU and LACP rate as editable. if this is not the case just remove input box.
1. change "name" to "interface"
2. keep members pattern as is, add config below
if user clicks show members when bond is not selected, it should not show the config.

can we make sure the members link is grey by default and only orange on hover.
this is how we designed it.

on page 2:
3. if user has selected bond, then clicks show members, members appear above config
if user clicks hide members, selection should remain.
