Bug Description

The storage system currently in MAAS does not persist between deployments you setup the storage layout per each deployment. That makes it difficult between deployments were you have to keep re-configuring the storage.

The following needs to change in the storage model:

1. Storage concepts like Bcache, LVM, RAID will always persist. They also become an admin action only.
2. File systems and mount points are only setup when a node is acquired and change be adjusted by admins and standard users.
3. When a node is released the file systems and mount points go away.
4. Setting the root disk now can be set on virtual block devices since that information persists.
5. The storage layouts that make it easy for setting the layout need to change to being an administrator action only, and not setup file systems or mount points.
6. Setting up file systems and mount points needs to be done when a node is acquired.
