MAAS deletes boot images by default if they no longer exist in simplestreams

Bug Description
If a boot image is removed from maas.ubuntu.com image repository then MAAS will delete that image on the region controller as well. This will also cause that image to be removed from the cluster.
MAAS should not delete these images if the user still has them as a boot source selection, instead those images should remain until the user removes that selection to delete those images.
