Bug Description

When MAAS Devices is preventing to add a device, it should show why.

For example, I was trying to add a device with Static IP address of 192.168.10.9 , which is NOT an IP address inside the static/dynamic range, the button was greyed out at it wouldn't allow me to add the device.

No message was shown as to why it was not possible. There should be a message.

This is a result of https://bugs.launchpad.net/maas/+bug/1462079. Not notification show as to why the device cnanot be added.
