Upgrade leaves rogue maas-regiond process

Bug Description

In the Taipei lab there was a rogue maas-regiond process running, which was about 30 days older than the others.

Could it be possible that during an upgrade which switches from 1 to 4 regiond processes, Upstart forgets about stopping the old one?
