Bug Description

After the monitor times out, Failed Commissioning machines are not turned off.

Is this really the expected behavior? Wouldn't you want to leave the machine on to check why it failed to commission. The console could contain important information.

The user can still power off the node using an action.

I think so, because if I try to commission the amchines again, they won't commission cause they are turned on.

That being said, we should be storing the commissioning log (which is probaboly just cloud-init-output.log) the same way we do with the install log. This means both a successful commission or unsuccessful one.
