Bug Description
1) Filter nodes by state Broken
2) Add in Failed commissioning state
3) Filter by user = me
4) Oh wait, what state filters do I have again?
Selecting a filter from a different section shouldn't collapse the existing ones (they should collapse when I tell them too, and even then I'd expect a visual clue that I have hidden an active filter)

We need to change this to allow multiple filter sections to be open at the same time.
