[UI] User is unable to tell when specific resources fail to download

Bug Description

Many times we have users report problems where specific files are failing to download, particularly when behind a proxy. Today's case was a failure to download the URL

   http://archive.ubuntu.com/ubuntu/dists/trusty-updates/main/uefi/grub2-amd64/current/grubnetx64.efi.signed

We should have a webpage where the user can clearly see any files that we have failed to download, ideally allowing them to trigger a retry of the download if it makes sense in context.

This is the pastebin with the traceback which is how we found out what file failed to download; apparently that specific file won't go through the user's proxy http://pastebin.com/Snh4nBAi
