Bug Description
Both RequestPanel and RPCPanel implement process_response(), which is called even when the response is an error arising from a broken transaction. Because they both access the database -- RequestPanel indirectly via the session, RPCPanel directly via NodeGroup -- then can trip on validate_
These are not enabled in production, hence this bug is not critical.
