Nodes in 'Broken' state are being power queried constantly

Bug Description

I have a large number of nodes that are down right now, with BMCs that can't be reached. So, I marked them as 'Broken' so they won't be used until this is fixed. Even though they're marked broken, MAAS is constantly trying to query their power state, which fails, filling my logs with garbage and causing MAAS to constantly spawn child processes to check power on these nodes.

It would be best if MAAS just left these 'Broken' nodes alone.

This is with MAAS 1.7.1~rc1+bzr3313-0ubuntu

This bug has been reported and fixed on upstream MAAS. However, provided that the bug was listed on the debian changelog, this appears as needing verification for pending SRU [1]. This bug did not affect current MAAS in Ubuntu, hence setting this to verification-done to unblock pending SRU.
