Installing maas-dhcp without configuring any interfaces results in log spam

Bug Description

Until I get to the point where I actually enable MAAS to manage DHCP for a network, I get the following error over and over in my syslog until it aborts:

The cluster should probably write an empty stanza when it first registers with the region.
