Dynamic range should have a lower lease time

Bug Description

The DHCP Dynamic Range in MAAS should have a lower lease time, specially considering that the current commissioning code in 1.7 doesn't release those addresses.

What's the actual bug here? You're just stating a desired solution.

The reason I say this is because there's another bug saying to *increase* the
time (filed by sabdfl).

It came up during the cross-team meeting yesterday, when we were talking about containers not releasing their leases upon shutdown/destruction.

Then it also came up that MAAS does not release the leases it gets during commissioning, and we thought reducing the lease time for the dynamic range could be a good workaround, that's all.

What are the reasons to increase the lease time?

Ok, so I am going to dupe this with the bug that is talking about MAAS not
releasing the DHCP address properly, as that's the underlying issue.

To reduce the DHCP network traffic. Although tbh I prefer a short lease for
addresses assigned to PXE clients anyway as they become redundant very
quickly.
