bootloader installation on clusters does not use HTTP_PROXY

Bug #1384464 reported by Blake Rouse on 2014-10-22

Bug Description

Previous in < 1.6, the cluster used the HTTP_PROXY to download boot images. Now with 1.7 the boot images need to be retrieved from the region and not the internet, but the boot loaders still go through the internet.

So we need to use the proxy to download the boot loaders, and not use the proxy to download the boot images from the region.
