Changing cluster details out of sync with interface address loses cluster data

Bug Description

Steps to reproduce:

- ifconfig interface
- Configure cluster
- Verify that DHCP is running
- ifconfig interface to another IP
- Configure cluster interface to that IP
- Save
  (at this point you are notified in your log)
- Configure cluster interface

You'll have a form with empty values for that interface.

The log at the time of the Save:

Oct 17 00:26:07 ubuntu dhcpd: Wrote 0 leases to leases file.
Oct 17 00:26:07 ubuntu maas: [WARNING] Failed to create Network when adding/editing cluster interface maas-em1 with error [{'name': [u'Network with this Name already exists.']}]. This is OK if it already exists.

Looks like it overlaps with the pserv's interface registration.

I'm not seeing this, on a pre-existing install. I agree with Julian: it looks like maybe this happened just while the cluster was discovering and registering its network interfaces.
