Unreleased leases are not cleared by MAAS

Bug #1368122 reported by Gavin Panella on 2014-09-11

Bug Description

When a node is released or deleted, MAAS does not ensure that DHCP leases pertaining to that node are cleared away. They are left to expire naturally. MAAS could expire those leases explicitly since it has the knowledge to do so, and this may help reduce or prevent address exhaustion in a busy and/or small network.
