A MACAddress can attach to multiple cluster interfaces

Bug Description

MACAddress.cluster_interface tracks the cluster interface to which a node's network interface is connected on the same network segment. But with IPv6, it can be attached to more than one: the same network interface on the cluster can connect to both IPv4 and IPv6 subnets.

For now we use a simplified rule: a MACAddress is connected to the cluster interface identified by MACAddress.cluster_interface, but also to any cluster interfaces on the same cluster and the same network interface. But it may be more appropriate to model the connection between MACAddress and NodeGroupInterface as an m:n relationship.
