NodeForm doesn't require a nodegroup for a new node

Bug Description
While working on bug 1349254 I noticed that NodeForm() doesn't require a nodegroup field for the node. This means there are tons of tests written that assume nodegroup isn't required. In the fix for lp:1349254 we access the node.nodegroup.name field while validating a node's hostname, which breaks all of those tests.
