AMT powerdown "pt_status: not permitted" error in log

Bug Description

I brought a machine up and decided to turn it off a little later while it was still installing.

This error appears in the celery log:

found current_state S0
running amttool 10.0.0.108 powerdown
host ., powerdown [y/N] ? execute: powerdown
result: pt_status: not permitted
yes: standard output: Broken pipe
yes: write error

And is repeated for each re-try attempt until the final failure.

Ha, pressing the power button on the machine itself won't let me power it off either. It's still running d-i quite happily.

It seems to depend what state the BIOS is in. I had an error in my pxeconfig code while testing a change so the NUC was hanging at the boot: prompt.

Trying to contact the machine to power it down at *that* point results in the node being completely non-contactable!

500 Can't connect to 10.0.0.108:16992 (No route to host) at /usr/bin/amttool line 126.
