[doc] MAAS CLI documentation lacking for 'maas' settings

There does not appear to be documentation for the MAAS CLI for the MAAS settings (documented for the restful API at http://maas.ubuntu.com/docs/api.html#maas-server ). It should be documented at https://maas.ubuntu.com/docs/maascli.html . This is particularly important as it has a different syntax (name=... value=...) from the rest of the CLI.
