Bug Description
DEFAULT_MAAS_URL cannot credibly be guessed by configuration scripts. It should be editable through the settings UI of MAAS, and stored in the MAAS database, not in a config file.

Current install experience makes it much easier to specify the correct URL, maas init from the snap will suggest a default and let you pick.
With native TLS, changing the URL will change the identity of the region and break the chain of trust.
