Bug Description
In the MAAS UI, the listing of the clusters is displayed on the "settings" page. This is an awkward place because a) it's not easily accessible, especially for the first-time user and b) it doesn't allow MAAS to easily display "notifications" related to cluster management. This is bad because configuring the clusters (accepting new clusters, configuring the DHCP/DNS for each cluster, importing images, etc.) is an important part of setting up a MAAS instance.

I suggest we had a new "tab", new the the "Nodes" tab, with a link to the cluster management page.
