IPMI power driver setting is reset/overriden by commissioning

Per LP bug #1234880, auto-detect does not work and I need to manually set
IPMI power driver to 'LAN_2_0' via the web UI. However once I
commission the node, the IPMI power driver is reset by MAAS to
auto-detect. It seems unexpected and undesirable to override
something the user explicitly changed like this.

We need to change the commissioning preseeds so it only sends the data if not already set in maas (or change the region controller to only accept the change if not already set).

The UI should also change the "-----" for no power type to something like "auto-detect during commissioning" to make this process more obvious.

Andres this is not fixed, this is a separate issue of not overwriting user-defined settings with auto-detected ones.

The API now has a parameter that's called 'skip_bmc_config' which can be set to True to skip the BMC configuration during commissioning and will prevent MAAS from overwriting the user provided BMC configuration.
