Bug Description

When one defines twice the same DHCP subnet on two managed interfaces connected to the same cluster, the DHCP config being written isn't valid (because of the duplicated subnet) and thus the DHCP server fails to start.

The error, in /var/log/upstart/maas-dhcp-server.log is:
/etc/maas/dhcpd.conf line 34: lease 192.168.9.60 is declared twice!
       range dynamic-bootp 192.168.9.50 192.168.9.200;
                                                      ^

Only now do I notice the two other branches, and that this bug was never assigned to anyone. We really need to get better about claiming work, folks.
