Bug Description
As far as I know, buildout uses install_requires, although that's not clear.
However, setup.py is probably used when building packages, so it ought to be fixed.
Any patching to setup.py or related in the packaging should be looked at in case we can remove it.
Instructions for maintaining this file should be put in the tree.

It is used, various files have to be listed.
I want us to look at updating everything to the latest versions for 14.04. I
know there's a big buildout update which also happens to support Python 3... I
hope we can finally get on to Python 3.
