Duplicated find_settings/import_settings

The cluster-controller package needs to import celeryconfig_cluster.py during installation. It in turn needs the import_settings helper, which it imports from "maas." But as per packaging policy, the maas package is not in the path during installation and so the import fails.

We're working around that for now by duplicating import_settings, and its helper find_settings between modules. We ought to have a single copy that all maas packages can get to.
