Cannot use non-ASCII data with the API via maascli

Bug Description

Non-ASCII data can be obtained from the command-line, but encode_multipart_data() does not grok non-bytestring field names and values.

It can be worked around, kind of, but it seems fairly silly to still have unicode issues these days. It's not critical in that nothing will work, but it does look amateurish.
