TFTP commissioning directory being created without group/other rX permissions

Bug Description

On a fresh machine, using the most recent daily, maas-import-pxe-files leaves /var/lib/maas/tftp/*/generic/precise/commissioning as owned by root with 0700 permissions. The ownership is fine, but it should have rX permissions. The following fixes it: chmod -R go+rX /var/lib/maas/tftp
