Bug Description
The wake-on-LAN power method (as coded in the ether_wake power template) can't work if neither wakeonlan nor etherwake is installed. But it does not fail. Making it fail would break several tests on systems that do not have these installed.
One way to solve this would be to require one of those packages. Another might be to add a dummy power type that always succeeds.
