maas config-tls requires root but WebUI instruction assumes a normal user

Bug Description

maas: 1:3.2.6-12016-g.19812b4da-0ubuntu1~20.04.1

MAAS WebUI has an instruction and a step to enable TLS support as follows:

> TLS disabled
>
> You can enable TLS with a certificate and a private key in the CLI with the following command:
>
> $ maas config-tls enable $key $cert --port YYYY

However, it requires root access.

$ maas config-tls enable ./key.key ./cert.crt
> You can only 'config-tls' as root.

Would be nice if the WebUI part is updated.
