Default instructions to add rack controller retrieve stale version

Bug Description

In MAAS 2.7.0, when you click on "Add rack controller" under the "Controllers" tab in the UI, the instructions currently are not complete to guarantee you get the current version of the rack controller.

E.g, if you are installing a second... rack controller, on a clean container or device, and you follow the instructions explicitly, you will likely get an old (2.4.2) rack controller. Postulating that this may be because you have not added the 2.7 ppa to that clean container or device.

Recreate the issue by simply creating a clean lxd container, clicking on "Add rack controller" and following those directions only (without making any other container changes).

The URL for registation with maas also seems to always mention localhost. It should be taken from the maas_url setting

The issue is we tell users to run the command

sudo apt install maas-rack-controller

This will pull the lastest version of maas-rack-controller from your configured apt repositories. If you are currently getting MAAS from a PPA or Snap you need to get it from the same source on the new rack controller. While I agree this is a UI issue we may need to provide some information from the backend so the user can tell the user to get MAAS from the same source.

To add an additional detail here with the snap versions of the packages we should be recommending snap install instead of apt install.
