Bug Description
Not all BMC hardware seems to implement the next-boot part of the IPMI spec.
It would be nice if maas-test issued a next-boot to the BMC and monitored to see if it works (via immediate feedback and detecting a later PXE request).
* how reliable is it? i.e. if we repeat the test loop 100 times, do we
see 100% pass or fail, or do we get heisenbehaviour?
* how much of IPMI appears to work? The next-boot thing seems like a
perfect example of we-need-to-know.
