Test suite writes into /usr/local/lib/python2.7/dist-packages/

Bug Description

In a clean trunk, the test suite currently fails for me with:

WARNING:test command found but not installed in testenv
  cmd: /usr/bin/pip
  env: /home/jtv/launchpad/maas-test/housekeeping/.tox/py27
Maybe forgot to specify a dependency?

The tox log in .tox/py27/log shows this (after some successful setup, and followed by some cleanup):

    running install_lib

    creating /usr/local/lib/python2.7/dist-packages/maastest

    error: could not create '/usr/local/lib/python2.7/dist-packages/maastest': Permission denied

Got something! Un-installing python-pip (and cleaning & re-building the branch) fixed it for me.

However, installing python-pip in a virtual machine where the tests _do_ pass does _not_ reproduce the problem. There is more involved but we have other priorities right now!
